South Africa: Regulator Seeks Public Input On Second Draft Of National Radio Frequency Plan 2025

The Independent Communications Authority of South Africa (ICASA) has unveiled the Second Draft of the National Radio Frequency Plan (NRFP) 2025 for public input, following an initial consultation on April 4, 2025.

This plan outlines the management and allocation of radio frequencies in South Africa to facilitate various communication services, including broadcasting, mobile networks, and satellite systems.

ICASA is required by law to review and update the existing National Radio Frequency Plan (2021) to incorporate the most recent international agreements and regulations, including the 2024 edition of the International Telecommunication Union (ITU) Radio Regulations.

This update is designed to align with regional frameworks, such as the African Telecommunications Union Spectrum Assignment Plan (AfriSAP) and the SADC Frequency Allocation Plan, ensuring consistency and collaboration across the continent.

The regulator is now seeking stakeholder input by inviting them to submit written comments on the Second Draft NRFP 2025. All submissions must be received by 17:00 on Thursday, December 11, 2025. ICASA is committed to maintaining a transparent and inclusive process in shaping South Africa’s radio frequency future.
