Nigeria: Govt Launches New Enterprise Content Management Platform

In a significant advancement for its public service sector, the Federal Government of Nigeria has officially unveiled the 1Gov Enterprise Content Management (ECM) Platform. Developed by Galaxy Backbone Limited (GBB), this initiative is a cornerstone of Nigeria’s move towards a more digitally oriented and efficient public service.

The launch event took place at the Head of Service Conference Hall in Abuja. It featured top government officials, including Permanent Secretaries from various ministries, Galaxy Backbone representatives, and other critical stakeholders involved in Nigeria’s digital transformation.

Mrs Esther Didi Walson-Jack, the Head of the Civil Service of the Federation, stated that this launch represents a pivotal moment in the evolution of Nigeria’s civil service. She emphasised that the introduction of the Galaxy Backbone 1Gov ECM aligns with the objectives of the Federal Civil Service Strategy and Implementation Plan (FCSSIP), which aims to enhance efficiency, transparency, and data-driven decision-making across the civil service.

Throughout her address, Mrs Walson-Jack reviewed the achievements made over the past year and seven months. Among these are the establishment of 59,344 official email accounts, comprehensive data cleansing and harmonisation efforts, and the successful migration from the previous Laserfiche ECMS to the new Galaxy Backbone 1Gov Cloud ECM platform. She assured attendees that there would be no need for any Ministry, Department, or Agency (MDA) to restart the transition process, as the OHCSF has fully shifted to this new locally hosted platform.

In her outline of the initiative’s foundations, she pointed out four main pillars that support the 1Gov ECM launch:

  1. National Sovereignty of Digital Infrastructure: Enhancing Nigerian control over its data and digital resources through a government-owned system managed by GBB.
  2. National Interoperability: Breaking down information silos by facilitating seamless collaboration and data sharing among MDAs via a unified platform.
  3. Scale Advantage: Standardising record management and operational processes across government agencies.
  4. Faster and Inclusive Adoption: Enabling quick onboarding and the use of electronic workflows and e-signatures to expedite the shift to digital operations.

Mr Ayodeji Bakare, the Project Lead for the 1Gov ECM, conducted a live demonstration of the platform. He reiterated GBB’s dedication to realising the Federal Government’s objectives for digital transformation. So far, over 893 staff members have registered on the platform and are utilising essential features such as GovMail, document management systems, and workflow automation tools, all designed to boost efficiency, transparency, and accountability in government operations.

Mr Sani Ibrahim, the Executive Director of Finance and Corporate Services at Galaxy Backbone, praised the OHCSF for its proactive leadership and effective collaboration. He noted that the rollout of the 1Gov ECM gets Nigeria closer to its goal of achieving a fully paperless government by December 31, 2025, underscoring the importance of the Galaxy Backbone 1Government Cloud in this digital transformation journey.

Furthermore, Mr Ibrahim highlighted that GBB has already implemented its 1Government Cloud solution across various ministries and agencies, including the Ministry of Foreign Affairs and the Federal Ministry of Communications, Innovation, and Digital Economy. This commitment reflects GBB’s support for multiple MDAs as they navigate their digital transformation, helping Nigeria achieve its broader digital and sustainability objectives.

The event concluded with a reaffirmation of the commitment by government leaders, partners, and MDAs to collaborate with Galaxy Backbone in modernising Nigeria’s public service through secure, innovative digital solutions.
