Kenya: Regulator Seeks Public Input On New Digital Broadcasting Guidelines

The Communications Authority of Kenya has called on the public to give their views on the proposed guidelines on the application and usage of digital video broadcasting identifiers and logical channel numbers in digital terrestrial television networks.

The authority said the proposed guidelines would result in channel sorting using Local Channel Numbers descriptors instead of the current provision of Programme Service Indicator.

These guidelines aim to ensure a standardised and user-friendly system for identifying and organising television channels in digital broadcasting.

This aims to enhance the viewer experience by making it easier for audiences to navigate channels, find content quickly, and understand the channel lineup.

According to CA, implementing identifiers can provide consumers with easy access to Digital Terrestrial Television content while enabling signal distributors and broadcasters to prioritise broadcasting services.

The deadline for the submissions is February 28, 2025.

The authority said the guidelines detail the requirements for adopting and using Original Network identification, Network Identities and Logical Channel Numbers (LCNs) in Kenya.

“It also provides guidance to the Broadcast service providers that will assist them in providing the correct details in the application forms for LCNs,” the CA Director-General said.

“Stakeholders, including the public, equipment vendors, and broadcasting licensees, are invited to submit their specific inputs and views on the proposed guidelines on the application of DVB identifiers and logical channel numbers,” the notice reads.

CA said the objective of the consultation on guidelines is to allow stakeholders and the public to provide feedback and suggestions on areas that require improvement.
