Algeria And Niger Move Towards Cross-Border Media Regulation Partnership

Algeria and Niger are preparing a formal partnership between their audiovisual regulatory bodies, targeting media oversight, digital monitoring and disinformation as cross-border content distribution challenges national regulatory frameworks.

The agreement follows a working visit to Algiers from 20 to 24 October 2026 by Ibrahim Manzo Diallo, president of Niger’s Observatoire National de la Communication (ONC), hosted by his Algerian counterpart, Amar Bendjedda, president of the Autorité nationale indépendante de régulation de l’audiovisuel (ANIRA). The two institutions announced plans to establish a joint working group to draft the proposed agreement and appoint permanent contact points to coordinate implementation. The proposed cooperation will cover the exchange of legislative and regulatory expertise, technical capacity for audiovisual and digital monitoring, information sharing, and training for journalists, technicians and other media professionals. It will also seek to strengthen relations between Algerian and Nigerien media organisations and coordinate the two regulators’ positions in African institutions.

The joint communiqué identifies the expansion of digital platforms, satellite broadcasting and on-demand audiovisual services as key drivers of the need for closer coordination. Content distributed across national borders can create overlapping regulatory jurisdictions, differences in legislation and gaps in audience protection. The regulators have called for a coordinated approach to cross-border oversight, while emphasising respect for freedom of expression and opinion.

For broadcasters, satellite operators and streaming platforms operating across multiple African markets, the initiative highlights the growing importance of regulatory cooperation. Greater information sharing and more aligned approaches could help authorities address cross-border content complaints and enforcement challenges. However, the proposed partnership has not yet established a continent-wide regulatory regime, and its practical implications will depend on the agreement’s final terms and implementation.

The broader ambition is to extend cooperation beyond the two countries and work towards a continental network of audiovisual regulators, in coordination with existing regional bodies. If developed, such a network could provide a forum for exchanging regulatory practices and coordinating responses to issues affecting services distributed across borders.

During the visit, the Nigerien delegation met Algeria’s communication minister and visited national media and broadcasting institutions, including the state news agency, public television, national radio, the broadcasting transmission corporation and international news channel AL24 News. The two regulators also indicated that a return visit by an Algerian delegation to Niamey was envisaged.

The next milestone will be the drafting of the agreement and the definition of its implementation programme. Until those details are finalised, the initiative represents a move towards closer bilateral cooperation and a stated ambition for broader African coordination, rather than a binding common regulatory framework for the continent.
