Morocco: Regulator Grants 5G Licenses To Boost National Connectivity

Morocco’s National Telecommunications Regulatory Agency (ANRT) has authorised the country’s top three telecom operators—Itissalat Al-Maghrib (Maroc Telecom), Médi Telecom (Orange Morocco), and Wana Corporate (Inwi)—to develop and manage 5G mobile networks. This decision was made public following an ANRT Board meeting on July 25, 2025, during which the Head of Government approved the agency’s report on the competitive tender process, as noted by TechAfrica News.

The licensing assessment evaluated proposals based on factors such as investment commitments, intended coverage, and quality of service. Maroc Telecom and Inwi earned 87 points, while Orange Morocco received 85 points. Together, these operators have committed approximately 80 billion Moroccan dirhams in investments and operational costs by 2035 to facilitate the nationwide implementation and upkeep of 5G infrastructure.

Part of the licensing requirements includes that the operators must achieve 5G coverage for 45% of the population by the end of 2026 and expand this to 85% by 2030. These goals are integral to Morocco’s wider digital transformation agenda, aimed at improving national connectivity, fostering technological innovation, and enabling advanced digital services across various industries.

The ANRT has made the complete evaluation report available on its official website, underscoring Morocco’s dedication to transparency as it accelerates its embrace of next-generation mobile technology.
