South Africa’s transition to a new audience measurement currency is approaching a critical preparation milestone, with the Broadcast Research Council of South Africa (BRC) yet to publicly confirm that the test data promised for the end of October 2026 has been released.
The BRC’s published roadmap commits to making Total Video Measurement (TVM) test data available to participating software vendors and the wider market from the end of October. The council also schedules software certification during the fourth quarter of 2026, using its Calculation and Reporting Rules version 2.3 and the test data. However, as of 29 October, no public announcement confirming delivery of the dataset was identifiable on the BRC website.
The distinction matters because TVM is intended to replace the Television Audience Measurement Survey (TAMS) as South Africa’s official industry currency on 1 January 2027. The consolidated plan brings linear television and online video measurement into the same service from launch, rather than introducing television measurement first and adding online viewing later. It also rules out back-trending against historical TAMS figures, establishing a new measurement baseline for the market.
The test dataset is a practical dependency in that transition. Agencies, broadcasters and software providers need it to validate data ingestion, adjust planning and reporting systems, review reach curves and prepare teams to work with the new currency. Certification, meanwhile, is intended to ensure that software suppliers can deliver TVM figures in accordance with the BRC’s rules. Without confirmed access to the test data, the industry has limited public visibility into whether the preparation schedule is progressing as planned.
The BRC’s published material identifies Ask Africa, GfK and TelmarHelixa in different parts of the TVM research, measurement and training programme, while Kantar is also among the vendors whose readiness has been checked for public announcements. As of the reporting date, no public readiness announcement from these companies had been identified that independently confirmed the wider test-data release. The BRC website does carry an invitation from TelmarHelixa for training on the TVM Establishment Survey 2026 dataset, but the listing does not provide session dates.
The timing leaves a limited preparation window before the new currency takes effect. The BRC has said the test data is intended for system preparation, validation and training, not for commercial trading or public audience claims. TAMS remains the official currency through 31 December 2026, with TVM taking over from the first reporting day of 2027.
There is, however, an important qualification: the absence of a public release announcement does not establish that the data has not been distributed privately, nor does it confirm that the launch will be delayed. The issue is a gap between the published timetable and the publicly available record. With agencies, broadcasters and vendors preparing for a fundamental change in audience measurement, confirmation of delivery and a clear update on certification progress would help the market assess its readiness for the January transition.
