
The Saudi Film Commission has announced a significant increase in its cash rebate incentives, raising them to 60% of eligible production expenses. This initiative is part of a comprehensive strategy aimed at advancing the Kingdom’s
film industry, attracting high-value international projects, and positioning Saudi Arabia as a competitive player in the global filmmaking arena. This announcement was made at the prestigious 79th Cannes Film Festival, where industry leaders, filmmakers, and investors gathered to explore collaboration and opportunities in the film sector. The commission’s revised incentive framework not only enhances rebate rates but also incorporates robust evaluation mechanisms to ensure the long-term economic and creative viability of film projects produced within the Kingdom.
Key updates to the incentive program include expedited disbursement processes, designed to enhance cash flow management for production companies. This improvement aims to align with project timelines, facilitating a smoother operational experience throughout all stages of production.
In collaboration with the Cultural Development Fund, the Saudi Film Commission is working to implement a new model for managing and distributing these incentives. This upgraded system is expected to streamline the beneficiary experience, improve operational efficiency, and shorten processing times, while providing integrated financing solutions tailored to film projects.
Abdullah bin Nasser Al-Qahtani, CEO of the Saudi Film Commission, emphasised the importance of this announcement, noting that it reflects the Kingdom’s vision to create a sustainable film sector centred on empowerment and collaboration. He noted the ongoing efforts to refine regulatory and operational aspects of the incentive program, including the recent introduction of a guide for financial audits and disbursement procedures, aimed at enhancing execution efficiency and providing filmmakers with clearer processes.
Majed bin Abdulmohsen Al-Hugail, CEO of the Cultural Development Fund, highlighted the broader strategy for the cultural sector, emphasising the need for clear, rapid procedures to shape production and investment decisions in the global film landscape. He stressed that the program will enhance the flexibility and efficiency needed to support projects at various stages, reinforcing the Kingdom’s role as a trustworthy partner for international productions.
This initiative is a critical step in the Saudi Film Commission’s ongoing efforts to cultivate a comprehensive production ecosystem, including infrastructure development and nurturing local talent, in alignment with Saudi Vision 2030 and the country’s aspiration to maximise the cultural and economic benefits of its creative industries.
