
Starting July 1, 2026, Meta will implement new location-based fees for certain advertisements displayed in six designated countries. This decision aims to address the rising costs associated with digital services taxes and various regulatory fees affecting the company.
In a recent email to advertisers, Meta outlined that these fees would apply to ad impressions served in specific jurisdictions, regardless of the advertiser’s business location.
“Meta will soon introduce location fees for ads viewed in designated countries to mitigate the impact of digital service taxes (DST) and other fees imposed on us within those areas,” the company detailed.
Countries affected by the new fees include Austria (5%), France (3%), Italy (3%), Spain (3%), Türkiye (5%), and the United Kingdom (2%). Meta also indicated that these rates and designated countries may change over time.
The company clarified that these additional charges are based on the locations where the ads are delivered, not on the advertisers’ locations. “Location fees are extra costs linked to where ads reach audiences, as we navigate the financial implications of operating within these jurisdictions,” the statement explained.
Fees will be calculated after ad delivery and will not impact the budget allocated for campaigns. For example, if an advertiser invests US$100 in ads reaching audiences in Italy, the final cost will be US$103, excluding any applicable VAT.
Meta attributed this shift to the evolving regulatory environment for technology companies, noting that the costs of delivering advertisements have been influenced by new legislation on digital services taxes. Until now, the company has absorbed these additional expenses.
This change is part of a broader industry trend, with Meta acknowledging that other digital platforms may also adopt similar fee structures linked to digital service taxes.
The new location fees will apply across all ad formats, including image and video ads, as well as campaigns like WhatsApp click-to-message ads, which are billed alongside advertising efforts.
Meta assured advertisers that location fees will be clearly itemised on invoices and labelled appropriately by jurisdiction (e.g., “Italy digital services fees”). Standard taxes, such as VAT, will still apply to the total billed amount.
Advertisers are encouraged to review their ad accounts and communicate this update with their finance, procurement, and marketing teams to prepare for the upcoming changes.
