Liberia Revokes StarCell’s License To Enhance Telecom Competition And Service Quality

Liberia has officially terminated the operations of StarCell, following a series of warnings, suspensions, and missed compliance deadlines. The Liberia Telecommunications Authority (LTA) announced this decision in July 2026, citing the telecom operator’s ongoing violations of regulatory requirements. The move concludes a license that had remained largely inactive since it was granted in 2020, allowing the LTA to reallocate the spectrum to more viable operators who are eager to invest and enhance service for Liberians.

The revocation is significant as telecom licenses represent access to a scarce national resource. By reclaiming StarCell’s unutilised spectrum, Liberia aims to foster competition, improve service quality, and incentivise operators willing to broaden connectivity throughout the nation. The LTA noted that StarCell had failed to initiate commercial operations, neglected regulatory directives, accrued unpaid financial obligations, and repeatedly disengaged with the regulator despite multiple chances to address these issues.

StarCell was first issued a notice for potential license revocation in September 2025 after an extended period of inactivity. The company’s license was suspended for 90 days on February 9, 2026, permitting it until May 2026 to commence operations, clear outstanding debts, and comply with telecommunications regulations. Since StarCell did not meet these obligations, the LTA had no choice but to revoke the license entirely.

This decision is part of a wider initiative to reform Liberia’s telecom sector. Over the past year, the LTA has undertaken measures to modernise licensing, promote infrastructure sharing, enhance rural connectivity, implement IMEI-based phone tracking, and reinforce regulatory enforcement across the industry. Regulators believe that licenses and radio spectrum should not be retained by companies that fail to deliver services, especially as millions of Liberians still require better connectivity. By revoking dormant licenses, they aim to cultivate a more competitive and effective telecom environment.

The message is clear for investors and telecom operators: Liberia is adopting a stricter approach to regulatory compliance. The government is seeking operators committed to network development, infrastructure investment, and active competition, rather than merely holding licenses without providing services. As digital transformation accelerates across Africa, regulators are increasingly emphasising that access to essential telecom spectrum comes with specific responsibilities, warning companies that failure to comply may result in the loss of operational rights.
