Egypt Grants Disney+ Media Licence, Reinforcing Streaming Regulation Framework

Egypt’s Supreme Council for Media Regulation has approved a licence for Disney+, bringing the global streaming platform within the country’s formal media authorisation framework as part of a wider round of approvals for digital services and online publications.

The decision was announced on 20 October by the council, chaired by Khaled Abdel Aziz, following a review of applications against legal and professional requirements under Egypt’s Press and Media Regulation Law No. 180 of 2018 and its executive regulations. The council’s official announcement was also reported by Egyptian news outlets including Masrawy and Al-Masry Al-Youm.

The Disney+ authorisation was part of a broader package covering websites and mobile applications. The council also approved recommendations to regularise the status of three newspapers: Al-Masry Al-Youm, Al-Orouba and Al-Youm. Other approved digital services included several news and specialist websites, alongside mobile applications.

The distinction between a streaming-platform licence and a conventional broadcasting authorisation is important. The council’s announcement identifies Disney+ as a global digital platform; it does not announce a new linear television channel or a change to the service’s programming model. Nor does the decision itself establish any change to Disney+’s launch arrangements, subscription pricing or content offering in Egypt.

For international streaming operators, the approval highlights the importance of understanding and meeting national media requirements in addition to managing distribution, subscriptions and content rights. Egypt’s regulatory framework provides a formal basis for authorising media services, although the precise operational obligations attached to Disney+’s licence have not been detailed in the council’s public announcement.

The development is relevant beyond Egypt, one of Africa’s major Arabic-language media markets. As streaming platforms compete with established broadcasters for audiences and advertising investment, regulators across the continent are considering how digital services fit within existing media laws and oversight structures. Egypt’s decision offers a concrete example of a regulator applying its licensing framework to a major international streaming brand, without necessarily indicating that other African countries will adopt the same approach.

For broadcasters and streaming businesses, the key issue will be how licensing requirements are implemented in practice, including their implications for market entry, compliance costs and the relationship between global platforms and national regulatory authorities.
