Mozambique: TMCEL And WIOCC Partners To Transform Digital Connectivity Landscape

In a significant move to enhance Mozambique’s digital infrastructure, TMCEL, the state-owned telecommunications operator, has formed a strategic alliance with WIOCC, a leading pan-African digital infrastructure provider.

The partnership was solidified with a framework agreement signed on Wednesday at TMCEL’s headquarters in Maputo. Together, they aim to deliver advanced high-capacity connectivity solutions throughout Mozambique and the broader Southern African region.

This collaboration merges TMCEL’s extensive national infrastructure and service expertise with WIOCC’s regional and international connectivity capabilities, including capacity from the 2Africa East subsea cable and terrestrial routes leading into South Africa.

WIOCC expressed that the agreement will significantly strengthen Mozambique’s digital framework, enhancing subsea and terrestrial infrastructure to bolster network resilience, broaden access, and support secure, high-quality connectivity. This development reinforces Mozambique’s status as a vital regional digital gateway and a key hub for Southern and Eastern Africa data traffic.

The initiative aligns with Mozambique’s National Broadband Strategy, which aims to improve internet access, especially in rural areas. This strategy outlines specific broadband speed targets, access goals, and key activities designed to enhance broadband infrastructure and investment.

A crucial government initiative, Internet for All, launched in December 2024, aims to ensure internet access for 100% of the population by 2030. Current statistics from Datareportal indicate that as of early 2025, only 19.8% of Mozambique’s population had internet access, amounting to approximately 6.96 million internet users.

James Wekesa, WIOCC’s Group Chief Commercial Officer, commented on the partnership: “By leveraging WIOCC’s scalable capacity and regional network in conjunction with TMCEL’s robust national infrastructure and government collaboration, we are laying a strong foundation for enhanced connectivity, inclusive growth, and expanded digital services across Mozambique and beyond.”
