South Africa: Govt. Releases National Artificial Intelligence (AI )Policy Framework

The South African Department of Communications & Digital Technologies has recently released a national policy framework for artificial intelligence (AI) and is seeking input from stakeholders in the ICT industry. This framework marks the initial phase in establishing a national AI policy for South Africa and will ultimately serve as the foundation for AI regulations and, potentially, an AI Act in the country.

The department has conducted thorough international benchmarking to develop the policy framework, which outlines the strategic focus areas for AI policy development. Formal consultations with stakeholders are underway, with the department aiming to conclude these discussions by the end of September.

The policy framework’s primary objective is to cultivate a strong AI ecosystem through coordinated efforts in research and development, talent cultivation, and infrastructure enhancement, thereby leveraging AI’s potential as a catalyst for a digital society, digital economy, and digital inclusion in South Africa.

The framework emphasises the careful consideration of ethical, social, and economic implications associated with AI technologies to ensure that AI benefits are broadly shared and risks are effectively managed. It aims to provide clear guidelines and a structured approach to harnessing AI’s potential while mitigating its risks in alignment with South Africa’s socioeconomic goals and values.

Key strategic pillars of the framework document include talent and skills development, digital infrastructure enhancement, research and innovation promotion, and the implementation of AI in public sector operations. The framework strongly emphasises ethical AI, focusing on fairness, transparency, and bias mitigation, with particular attention to privacy and data protection. It also stresses the importance of maintaining human oversight over AI systems, ensuring that AI is used responsibly and in alignment with South Africa’s societal values.

Furthermore, the document underscores the transformative potential of AI. It highlights the significance of adhering to global AI governance standards. It aims to enable the development of tailored strategies that leverage AI to drive innovation and efficiency across various sectors, such as healthcare, education, and finance.

By laying down overarching policy positions and fostering sectoral strategies, the national AI policy not only addresses specific industry needs and opportunities but also inspires stakeholders about the transformative power of AI in driving innovation and efficiency.
