Guinea Bans France 24 In Nationwide Broadcast And Digital Crackdown

Guinea has revoked France 24’s broadcasting authorisation and ordered the immediate nationwide suspension of the international news channel, escalating a dispute between the broadcaster and the country’s media regulator.

The decision, signed on 17 September by Haute Autorité de la Communication (HAC) president Boubacar Yacine Diallo, extends beyond traditional broadcasting. It covers satellite and cable distribution, mobile applications, websites and social media platforms.

Guinea’s telecoms regulator, the Autorité de Régulation des Postes et Télécommunications (ARPT), has been instructed to block France 24’s digital access points, while Canal+ Guinée has been ordered to immediately discontinue the channel’s signal. The accreditations of France 24 correspondents, special envoys and contributors have also been withdrawn.

The action followed a formal notice issued by the HAC over a France 24 bulletin broadcast on 15 September. The regulator said the report contained language it considered inappropriate, degrading and damaging to the dignity of President Mamadi Doumbouya.

Regional media reports indicate that the dispute centred on the description of Doumbouya as a “putschist president”, a reference to the 2021 military coup that brought him to power. Doumbouya was elected president in December 2025.

France 24 subsequently addressed the matter on air on 17 September, with a presenter acknowledging that Doumbouya had been elected. Regional reports have also said France 24 director Vanessa Burggraf wrote to the Guinean president seeking his goodwill, although the reported correspondence has not been independently confirmed by Guinean authorities.

The suspension remains in force, with no date announced for France 24’s return.

The case highlights the increasingly broad enforcement powers being applied to international broadcasters operating across African markets.

Notably, the HAC’s decision brings together traditional broadcast regulation, telecommunications infrastructure and pay-TV distribution. The involvement of Canal+ Guinée also places a major regional distribution platform directly within the enforcement chain.

For international broadcasters and platform operators, the development underscores the importance of understanding local regulatory requirements across linear broadcast, satellite and pay-TV carriage, websites, mobile applications and social platforms.

The Guinea decision also adds to a growing pattern of regulatory intervention affecting international media services in parts of Francophone and Sahelian Africa, where authorities have increasingly used broadcast and telecommunications mechanisms to restrict or suspend access to media outlets.
