Guinea Regulator Extends Licensing Rules To Online TV Services

Guinea’s broadcasting regulator has moved to reinforce its licensing framework for digital broadcasting, shutting down four online television services operating without prior authorisation.

Meeting in an extraordinary session on 26 September under President Boubacar Yacine Diallo, the Haute Autorité de la Communication (HAC) issued Decision No. 35/HAC/P/2026, ordering the immediate closure of Fewndaare TV, Global TV, Kimanbourou TV and BTV.

The regulator said operating an audiovisual communication service and broadcasting programmes requires prior authorisation, regardless of whether content is transmitted through conventional broadcast signals or digital platforms. According to the HAC, none of the four services held the required authorisation.

The promoters have also been warned that judicial proceedings could follow.

The decision is significant for Guinea’s growing online media sector because it places Web TV and streaming services directly within the country’s existing audiovisual licensing framework, rather than treating them as a separate category outside conventional broadcasting regulation.

The latest action also comes just days after the HAC took separate measures against Baro TV. On 24 September, the regulator banned the service and suspended its promoter from all media activity.

The consecutive enforcement actions indicate increased regulatory scrutiny of digital audiovisual services and signal that streaming-focused operators in Guinea may face the same authorisation requirements as traditional broadcasters.
